Malta has become known as a leader in the iGaming industry. The remote gaming sector is regulated under the provisions of the Remote Gaming Regulations (L.N. 176/04) and the Malta Gaming Authority is the regulator responsible for iGaming in Malta.
The Remote Gaming Regulations (the ‘Regulations’) establish four (4) Classes of Remote Gaming Licences, as follows:
- Class 1 – a remote gaming licence (e.g. casino-type games, online lotteries) applicable to operators managing their own risk on repetitive games;
- Class 2 – a remote betting licence (e.g. fixed-odds betting) applicable to operators managing their own risk on events based on a matchbook;
- Class 3 – a licence applicable to operators promoting and/or abeting remote gaming in or from Malta (e.g. poker networks, peer-to-peer (P2P) gaming and game portals).
- Class 4 – a licence applicable to entities (usually software vendors and platform operators) hosting and managing remote gaming operators, having any one or more of the licenses set out above.
